I have the honour to inform you that I have selected Messrs. Cecil Clements and John Roskruge Wood for appointment to Cadets in the Civil Service of Hong Kong, the Straits Settlements and the Federated Malay States, and asked them for service in Hong Kong.

Their order of seniority is as above stated, and I enclose their certificates of qualification.

The Crown Agents will be desired to provide them, on their signing the usual agreement, with first-class free passages to the Colony by the Messageries Maritimes steamer leaving Marseilles on the 19th instant.

You will be good enough to give them a formal letter of appointment when they arrive in the Colony, stating that you appoint them on the terms embodied in their accompanying articles, a copy of which is enclosed.
